PURPOSE

To enable Board Directors to be more aptly prepared for their new office.

 

PROCESS FOR INCOMING NEW DIRECTORS

I.  Letter to New Board Directors

(sent by Administration within three days of appointment or election results being publicly announced.) containing the following (NOTE: certification of results by Board is not required for this act):

    • ‘Congratulations and welcome’ introduction.
    • The date, time and place of the meeting they are to attend to begin their service and advising them of their status as “observers” until sworn in under the “New Business” section of the Agenda.
    • An invitation for them to attend the Board meeting prior to their first official meeting so as to become acquainted with the Board meeting process.
    • An invitation for them to read Board Minutes from the past year so as to become acquainted with the issues facing the Board.
    • Advising New Board Directors that they should inquire with Administration to obtain a copy of the “PACT Board Director Resource Manual”.

 

II.  PACT Board Director Resource Manual

A paper copy and electronic version of the PACT Board Director Resource Manual should be provided to Board Directors within one week of announcing election results for the Board. The Manual should contain the following elements:

    1. A section tabbed “Board Governance”. This section shall contain three subsections with internal hyperlinks leading to the following:
      • Policies regarding Board of Director Business (Series 200 policies)
      • A listing of all Board Committee Descriptions
      • The School Committee Flowchart
    2. A section tabbed “Introduction to PACT”. This section shall contain three subsections:
      • PACT’s History
      • Climate Survey Summaries and Staff Survey Summaries for the past 5 years with independent hyperlinks for each of those years.
      • Test Scores for PACT for the past 5 years with independent hyperlinks for each of those years.
    3. A section tabbed “School Governance”. This section shall contain five subsections:
      • PACT’s Mission & Vision and Foundational Statement
      • PACT’s Articles of Incorporation
      • PACT’s Bylaws
      • PACT’s Executive Director Performance Standards
      • Authorizer Contract including the most recent On-site Visit Report
    4. A section tabbed “Statutes”. This section shall contain five subsections:
    5. A section tabbed “Annual Report” containing the last available Annual Report.

 

III. Annual Board Training and Reporting Requirement

The MN Charter School Statute requires every Board Director to attend annual training. For the initial training of new members that training must be commenced within six months of taking office and completed within one year. And it shall cover the following three subjects: Board’s role and responsibilities, financial management and employment policies and practices. Directors completing their training are statutorily required to submit their attendance for inclusion in the school’s Annual Report.

PROCESS FOR OUTGOING DIRECTORS

Exiting Directors shall complete a written “exit interview” pertaining to their observations while serving on the Board and recommendations for improvements
