POLICY STATEMENT

PACT Charter School wants to ensure that all employees are compensated similarly to their peers, in accordance with their educational achievement, satisfactory service, and performance evaluations. To accomplish this, each position’s salary range will be evaluated every three years and revised as appropriate by the Human Resources department. Recommendations will be reviewed by the Personnel Committee, the Budget and Finance Committee and approved by the School Board.

 

PRACTICE:AT-WILL STAFF

Individual at-will staff salaries will be recommended to the School Board in accordance with established salary ranges, their educational achievement, and experience.

 

Work Hours

Employees whose work is dependent upon the School’s hours for the current school year should refer to the current-year School Calendar. Employees that are scheduled to work during the entire school year should refer to their work schedule and any work-schedule change requests made by the Executive Director. Preapproval from the supervisor should be obtained before altering established work hours.

Prior to any employee's permanent change in job status, including any increase or decrease in duties or change impacting the budget, the employee’s supervisor must seek approval from the Personnel Committee. No pay or job status change will become effective until final approval has been granted by the School Board.

 

Working Hours

At-will staff members are expected to be at work on time. Each employee is expected to work the number of hours they are scheduled. Work time should be noted on time sheets in quarter-hour increments.

For example: If an employee arrives at 9:10 a.m., they will report their beginning time as 9:15 a.m. If the employee leaves at 1:20 p.m., they will report their ending time as 1:15 p.m. Rounding practices are used for employees when an employee is recording their time. The employee is required to use the rounding method, which includes recording the employees’ starting time and stopping time to the nearest quarter of an hour.

 

Time Sheets
    1. Electronic Time Sheets are to be completed by all at-will staff members that are paid on an hourly basis. Time sheets must reflect all actual time worked by the employee during the pay period.
    2. PACT Charter School encourages employees working more than 6 hours to take a 1/2 hour duty free lunch.
    3. PACT Charter School does not offer payroll advances.

Time sheets must be submitted by the deadline specified in the Employee Handbook. Supervisors must approve all submitted time sheets within 24 hours.

NOTE: Pay cannot be generated if an employee’s time sheet is not submitted and approved by the deadline. It is the employee’s responsibility to ensure that their time sheet is submitted on time.

 

Professional Development

At-will staff members may be requested to take courses that are a part of their professional development. These courses must be approved in advance with written confirmation from the Executive Director. The School will pay for the course. The employee will be paid their normal rate-of-pay for their time while in attendance at the course; however, travel time will not be compensated.

 

EMPLOYEE PERFORMANCE APPRAISALS

The at-will employee’s supervisor will complete employee performance appraisal evaluations before the April Personnel meeting. Appraisals may include evaluative input from peers, volunteers, committee members, and other persons that interact with the employee in their performance of their job duties. Performance appraisal evaluations will be presented to the Executive Director for input/approval. Evaluations will also be reviewed at the Personnel Committee in a summary format appropriate for an open public meeting and made available in their entirety for review by Personnel Committee members. The performance appraisal will be delivered by the employee’s supervisor or by a Human Resource representative. Employees who meet the performance appraisal eligibility criteria should receive a minimum of one performance appraisal each school year. The criteria are as follows:

  • An employee must have continuous consistent scheduled service, (i.e. routinely scheduled), and not be considered an occasional employee. An occasional employee is defined as an employee who worked less than 100 hours in the fiscal year for all combined positions.
  • Substitute Paraprofessionals, Teachers and all other substitutes will be paid by the predetermined amounts approved by the Personnel Committee and will not be subject to annual performance appraisals.
  • An employee must have been on active status (employed continuously without a break in service), equal to or greater than 100 hours, per fiscal year for all combined positions, including substitute hours.

 

AT-WILL STAFF REHIRE AND REASSIGNMENT

At Will Employees will assume a continuation of employment, unless a written resignation is received.

Reassignment

Any PACT Charter School Employee who wishes to change their work assignment may apply for any open position. They will receive consideration, along with other qualified applicants, during the hiring process to fill these vacancies.

 

PROCEDURE

ACTION 1 – NON-TEACHING PROFESSIONS

Before the beginning of each school year, the Human Resources department and Personnel Committee will work with the Executive Director, the Budget and Finance Committee, and the Board to determine the appropriate number of hours for at-will personnel for the up-coming school year, staying within the approved budget.

 

ACTION 2 – EMPLOYEE PERFORMANCE APPRAISALS

Employee performance evaluations will be completed by their immediate supervisor and presented to the Executive Director for input/approval prior to being delivered to the employee.
