Building an Elementary System for Success: A Vision for Student Growth

In education, student outcomes directly reflect the systems in place. Recognizing this, PACT’s leaders are shifting their approach—not by working harder, but by working smarter. Superintendent Dr. Nathan Flansburg emphasizes the importance of systemic change, stating, “We are perfectly designed to get the results we already get. We must change the system to better support the students and staff who are here to achieve more.”

For the 2025-2026 school year, PACT is implementing a flexible skill-grouping model at the Elementary Campus—an approach designed to meet students where they are and propel them forward. This strategy groups students based on individual needs and abilities while remaining fluid, allowing for adjustments as student progress is monitored throughout the year. Instead of teaching to the middle, this model provides meaningful academic extensions for high-achieving students while ensuring those who need extra support receive targeted interventions.

At the core of this initiative is the Multi-Tiered System of Supports (MTSS), a research-based framework designed to ensure all students receive the instruction and interventions they need. PACT’s leadership team is undergoing training to implement MTSS effectively, with WIN (What I Need) time as a key component. This structured support time ensures students receive personalized instruction to accelerate their learning. 

A system of academic excellence means eliminating boredom and frustration—two key drivers of disruptive behavior. Whether students struggle or excel, they deserve a learning environment that challenges and supports them. Research highlights the importance of belonging, feeling valued, and experiencing academic pride. By rethinking traditional structures, PACT fosters an environment where every student has the opportunity to excel. This approach benefits more than just academics. Engaged students are more likely to exhibit positive classroom behaviors, and smaller intervention groups ensure that struggling learners receive focused attention while those on track continue progressing at a steady pace. 

Ultimately, this effort ensures that all students, regardless of ability, receive the academic support they need to thrive. As student success increases, the entire district benefits, equipping students for the secondary program with more significant academic achievement and improved college and career readiness.
